Review: Rafael Behr (2006). Polizeikultur. Routinen – Rituale – Reflexionen. Bausteine zu einer Theorie der Praxis der Polizei

Abstract

Das Buch gibt einen Einblick in aktuelle Entwicklungen der Kultur der Polizei. Dabei argumentiert BEHR, und das ist sinnvoll, nicht aus der Sicht der Polizeiführung, sondern aus der Sicht der Polizistinnen und Polizisten, die ihre Arbeit zusammen mit ihren Kollegen/Kolleginnen zu tun haben. Die genaue Lektüre des Buches von Rafael BEHR zeigt jedoch, dass der Autor sein Ziel, einen Baustein für eine Theorie der Praxis der Polizei zu liefern, nicht erreicht. Gründe für das Scheitern sind: BEHR legt weder eine eigene empirische Studie vor, noch hat er die wissenschaftliche Literatur systematisch genutzt. Stattdessen trägt er vor allem persönliche Eindrücke und Wertungen vor, die sich empirisch nicht decken lassen. Zudem weist die Darstellung eine Reihe formaler Schwächen auf.

The book delivers an insight into the current culture of the police. BEHR wisely chooses not to argue from the perspective of police management but from the point of view of police officers themselves, those who do the actual policing. Despite this, a careful reading of the book shows that the author does not reach his aim of providing the elements for a theory of police practice. This failure arises because BEHR neither presents his own empirical study nor systematically uses scientific literature but instead relies on personal impressions and valuations, which are not empirically proven. His work also contains a number of formal shortcomings.

El libro ofrece una visión de la actual cultura de la policía. BEHR sabiamente decide no discutir desde la perspectiva de gestión de la policía sino desde el punto de vista de los propios agentes de policía, aquéllos que hacen la policía real. A pesar de ello, una cuidadosa lectura del libro demuestra que el autor no llega a su objetivo de proporcionar los elementos para una teoría de la práctica policial. Este fracaso se debe a que ni BEHR presenta su propio estudio empírico ni utiliza sistemáticamente la literatura científica, sino que se basa en impresiones personales y valoraciones, que no están empíricamente demostradas. Su obra también contiene una serie de deficiencias formales.
