Review Essay: Tyranny/Transformation: Power and Paradox in Participatory Development

Abstract

Zwei kürzlich erschienene Arbeiten über partizipative Entwicklung bieten eine Perspektive auf die Werte und den Prozess in der Entwicklungsarbeit. Das erste Buch, Participation: The New Tyranny, baut auf der Kritik partizipativer Praxis auf und trägt die Kritikpunkte zusammen. Das zweite, Participation: From Tyranny to Transformation, erweitert die Diskussion mit dem Interesse, versuchsweise theoretische Überlegungen für eine kohärentere und potenziell transformative partizipative Entwicklung zu erarbeiten. Die Beiträge in den beiden Bänden wandeln Partizipation von einem scheinbar unangreifbaren theoretischen Allheilmittel zu einem Punkt, an dem sie kritisch in vielfältigen Kontexten untersucht werden kann. Dass es mit Hilfe von Partizipation häufig nicht gelingt, das zu erreichen, was sich ihre Befürworter erhofft haben, wird in vielfältiger Weise offen gelegt – und die partizipatorische Theorie wird so umgebaut, dass sie diese Fehler fassen und potenziell überwinden kann. Der vorliegende Artikel bespricht diese Beiträge und schlägt eine stärker pragmatische Orientierung vor, welche die Belange einer transformativen Partizipation weiter vorantreiben könnte. Eine pragmatische Praxis erlaubt eine stärker experimentelle Einstellung und beendet unnötige philosophische Dualismen, die in der partizipatorischen Theorie existieren. Zum Schluss skizziert der vorliegende Beitrag interdisziplinäre, konzeptuelle Beziehungen von Partizipation in der Entwicklungsarbeit zu verschiedenen anderen Arbeitsfeldern wie Empowerment, bürgerliches Engagement, Stadtplanung und dem psychologischen "sense of community". Die Themen, die in diesen Arbeiten angesprochen werden, sind für andere Zweige der angewandten sozialen Forschung relevant. Eine kontinuierliche, in ähnlicher Weise reflexive Einstellung ist in allen anderen Bereichen notwendig.

Two recent works on participatory development provide perspectives on values and process in development. The first book, Participation: The New Tyranny compiles and builds on criticisms of participatory practice, and the second, Participation: From Tyranny to Transformation extends the same debate in the interest of attempting to theorize a more coherent and potentially transformative participatory development. The contributions in the volumes move participation from a seemingly unassailable theoretical panacea to a point from which it can be critically examined in multiple contexts. Participation's frequent failure to achieve what its proponents have hoped is exposed in multiple ways—and participatory theory is restructured to account for, and potentially move beyond these failures. This essay reviews these contributions and proposes that a more thoroughly pragmatic orientation might advance the interests of a transformative participation even further. Pragmatic praxis allows for more experimental habits and does away with unnecessary philosophical dualisms that exist in participatory theory. Finally, this essay sketches transdisciplinary conceptual connections from participation in development to several other fields at work on issues such as empowerment, civic engagement, urban planning, and the psychological sense of community. The issues exposed in these works are relevant to these other branches of applied social research. A constant, similarly reflective stance is necessary in each.

Dos trabajos recientes acerca del desarrollo participativo proporcionan perspectivas sobre valores y procesos en el desarrollo. El primer libro, Participación: la nueva tiranía compila y aborda las críticas de la práctica participativa, y el segundo, Participación: de la tiranía a la transformación extiende el mismo debate con el interés de teorizar acerca de un desarrollo participativo más coherente y potencialmente transformador. Las contribuciones en los volúmenes llevan la participación de una aparente panacea teórica a un punto desde el cual puede ser examinada críticamente en contextos múltiples. Se expone en formas múltiples el fallo frecuente de la participación en lograr lo que sus proponentes han esperado – y se reestructura la teoría de la participación para dar cuenta de y moverse potencialmente más allá de estos fallos. Este ensayo revisa estas contribuciones y propone que una orientacion más completamente pragmática podría hacer avanzar aún más los intereses de una participación transformadora. La práctica pragmática permite hábitos más experimentales y se aleja de dualismos filosóficos innecesarios que existen en la teoría participativa. Finalmente, este ensayo dibuja conexiones conceptuales transdisciplinarias de la participación en el desarrollo a otros campos tales como el empoderamiento, la participación civil, la planeación urbana, y el sentido psicológico de comunidad. Los temas que se exponen en estos trabajos son relevantes a estas ramas de la investigación social aplicada. En cada una de ellas es necesaria una postura constante y reflexiva.
