 abstract = {Der Finanzdienstleistungs- und Kommunikationssektor in Großbritannien wurde kürzlich radikal umorganisiert, wobei die bereichsspezifischen Regulatoren FSA (Financial Services Authority) und OFCOM (Office of Communication) gebildet wurden. Beide sind maßgeblich für die Einschätzung und das Management von Risiken verantwortlich. Ihre Zuständigkeiten gehen jedoch weit über die traditionelle wirtschaftspolitische Regulation hinaus. Neben wirtschaftspolitischen Fragen beschäftigen sie sich auch mit Problemen der Organisation geteilter Verantwortung, der Vermittlung zwischen Interessenvertretern, öffentlichen Gütern, der Konsumentenvertretung und der Öffentlichkeitsbeteiligung. Sie sind demnach in eine ganze Reihe von Aktivitäten involviert z.B. auch der "Konsumentenerziehung" und Forschung, der Öffentlichkeitsbeteiligung und der Integration von Interessenvertretern in die Politikberatung. Der vorliegende Beitrag bezieht sich auf Finanzdienstleistungen. Er präsentiert Analysen von zwei frühen Reden von FSA-Direktoren, von denen sich eine auf die Konsumentenpolitik bezieht, die andere untersucht konzeptionelle Fragen des Risikomanagements. Der Beitrag stellt die verschiedenen Ebenen und Formen der Integration von Interessenvertretern und Öffentlichkeit bei der Identifikation und dem Management von Risiken dar und analysiert die Reden hinsichtlich der Beziehung zwischen Risiko- und Konsumentenpolitik in der Praxis der FSA.The financial service and communication sectors in the UK have been subject to radical re-organisation, involving the formation of sector-wide regulatory bodies (FSA and Ofcom) with wide-ranging powers and statutory obligations. Although both have responsibilities for assessment and management of risk, their remits go beyond traditional approaches to regulation. Hence, although primarily oriented to economic policy, both regulators address questions of corporate responsibility, balance of stakeholder interests, the public good, consumer representation and public participation. Accordingly, they are undertaking a range of activities, including consumer education and research, public consultation and the involvement of stakeholders in policy review. Focusing on the case of financial services, this paper presents an analysis of two early speeches by FSA directors, one focused on the approach to risk adopted by the regulator and the other on consumer policy. The second part of the paper considers the conceptual issues regarding different modes of risk management in the new regulators, requiring an account of the various levels and forms of involvement by stakeholders and publics in the identification and management of risk. It follows on from the analysis of the speeches to examine the relationship between risk and consumer policy in the practices of the FSA.El servicio financiero y los sectores de comunicación en el Reino Unido han sido sujetos a una reorganización radical, implicando la formación de cuerpos de regulación de amplio alcance (FSA y Ofcom) con un amplio margen de poder y obligaciones estatutarias. Si bien ambos cuerpos tienen responsabilidades para valorar y gestionar el riesgo, sus capacidades van más allá de los enfoques tradicionales de regulación. De ahí, si bien en principio están orientados a la política económica, ambos reguladores tratan cuestiones de responsabilidad corporativa, balance de los intereses de los inversionistas, el bien público, la representación del consumidor y la participación pública. Por consiguiente, han proyectado un conjunto de actividades, incluyendo la educación del consumidor e investigación de mercado, consulta pública y la implicación de los inversionistas en la revisión de políticas. Centrándonos en el caso de los servicios financieros, este artículo presenta un análisis de dos charlas de directores de FSA, una sobre la aproximación al riesgo adoptada por el regulador y la otra sobre política de consumo. La segunda parte del artículo trata los aspectos conceptuales referidos a diferentes modos de gestión del riesgo en los nuevos reguladores, teniendo en cuenta varios niveles y formas de intervención por parte de inversionistas y el público en la identificación y gestión del riesgo. Esto remite al análisis de los discursos para examinar las relaciones entre el riesgo y la política de consumo en las prácticas de la FSA.},
