'Zunehmende politische Apathie und Desinteresse hat auch zu sinkender Wahlbeteiligung geführt. Wahlrechtsreformen versuchen diesen Abwärtstrend zu mildern. Eine neue Wahlinfrastruktur wird insbesondere auf lokaler Ebene getestet, die zum Teil eine Laborfunktion besitzt. Online-Wahlen und andere Formen des Electronic voting sind dabei eher die High-Tech-Varianten. Neben diesen Instrumenten ist die Briefwahl erneut in den Vordergrund gerückt, die in bezug auf die Wahlrechtsgrundsätze wie Geheimhaltung und Gleichheit des Wählervotums ähnliche Probleme aufwirft. In einigen Ländern hat die Briefwahl eine lange Tradition als Alternative zur Präsenzwahl, andere haben erfolgreich universelle Briefwahlen getestet und andere setzen sie gar nicht oder nur auf bestimmte Gruppen begrenzt ein. Die nationalen Regelungen sowie Strategien werden aufgezeigt, wobei in den sechs ausgewählten Ländern einen hohe Pfadabhängigkeit deutlich wird, die auch die zukünftigen Entwicklungen prägen wird.' 'Political apathy and disinterest contribute to low voter turnout. Historically, political and electoral instruments such as postal voting have been adopted to increase voter participation. Today, online voting and other forms of electronic voting are the more sophisticated high-tech versions of efforts to improve participation. Online voting instruments face many of the same challenges confronted by earlier reforms that include ensuring privacy, maintaining secrecy and integrity, and preserving equal access to the polls. Drawing on the path dependency literature in comparative politics, this paper argues that how countries address the new challenges associated with electronic voting is partly a function of their experience with postal voting reforms. In some countries postal voting has a long tradition as an alternative to the balloting. Other countries have implemented universal all-postal voting systems. And still others are resistant to absentee voting and allow it for only a limited set of circumstances. The paper examines postal voting across six countries and considers how these experiences may influence the adoption of new electoral reforms.' (author's abstract)... view less
