'Der Artikel geht der Frage nach, warum zivilgesellschaftliche Akteure auf der EU-Ebene durchaus erfolgreich auf Entscheidungsprozesse Einfluss nehmen können, 'vor Ort' lokale zivilgesellschaftliche Akteure aber marginalisiert werden, wenn sie auf eine regelungskonforme Umsetzung der entsprechenden Entscheidungen dringen. Die AutorInnen argumentieren, dass dafür (a) die Wahrnehmung von Policy-Wirkungen der fraglichen Regelungen, (b) der Status von Öffentlichkeit auf den unterschiedlichen Ebenen sowie (c) die institutionellen Strukturen des betreffenden Regelungsbereichs ('policy institutions') auf der 'operativen Ebene' entscheidend sind. Dargelegt wird dies für die Entstehung der FFH-Richtlinie und ihrer Anwendung im Fall der Teilzuschüttung des 'Mühlenberger Lochs' in Hamburg-Finkenwerder im Zusammenhang mit Ausbau der dortigen Airbus-Produktion.' 'The article tries to answer the question why civil society can influence decision making successfully at the EU level while at the local level NGOs insisting on a sufficient implementation of the respective decisions are marginalised. The authors emphasise the importance of (a) the perception of policy-impacts, (b) the kind of public space at the different levels, and (c) the concrete policy institutions at the operational level. The article refers to the development of the FFH directive at the EU level and its application in the case of the enlargement of the production site of the Airbus in Hamburg-Finkenwerder.'
