'Die österreichische Biopolitikdiskussion setzte im Vergleich zu anderen europäischen Ländern mit geringerer Intensität und einer gewissen Verspätung ein. Mittlerweile allerdings setzt sich auch hierzulande der Trend zur 'Institutionalisierung von Ethik' (in Form der Etablierung der nicht unumstrittenen Bioethikkommission beim Bundeskanzleramt) und zur Initiierung eines öffentlichen 'Diskurses' durch, wie jüngste entsprechende Initiativen klar belegen. Erneut werden damit Modelle aus anderen Ländern in den heimischen Politikgestaltungsprozess übertragen, wie auch die inhaltliche Debatte und Akteurskonstellationen teilweise deutliche Parallelen zu anderen Ländern (wie z.B. Deutschland) aufweisen. Vor diesem Hintergrund und durch einen Rückblick auf vorangegangene Phasen der Biotechnologiepolitik bzw. -debatte wird in diesem Kommentar auf die Einrichtung von Kommissionen, partizipativen Modellen der Entscheidungsfindung, politischen Entscheidungsbedarf und (Nicht)Entscheidungen sowie thematische Kontroversen bzw. das 'issue framing' der jüngsten Zeit fokussiert und eine erste kritische Einschätzung der aktuellen biopolitischen Diskussion gegeben. 'The Austrian biopolitical discussion took off late and on a low level of intensity as compared to many other European countries. However in the meantime, we can observe a trend towards the 'institutionalisation of ethics' (as with the establishment of the somewhat controversial Bioethics Committee for the Federal Chancellery) and the initiation of a public discourse, as recent events clearly show. Thus, models from other countries were transferred into the domestic policy process and also in terms of contents and actor constellations the debate resembles the discussion in other countries such as Germany. Against this background and in view of previous phases of biotechnology policy and debate, this comment focuses on the establishment of commissions, participatory models of decision making, the need for political decisions, and (non)decisions taken as well as on issue controversies and issue framing. The summary provides a preliminary critical evaluation of ongoing biopolitical discussions and formulates the need for further research.' (author's abstract)... view less
