'Der Beitrag behandelt Phänomene des 'doppelten Strukturwandels' der Frauenerwerbsarbeit im Sog des allgemeinen Wandels der Arbeitsgesellschaft. Gesellschaftliche Individualisierung, Erosion der männlichen Normalarbeitsbiographien und verstärkte weibliche Arbeitsmarktbeteiligung bei gleichzeitiger Verschärfung der Arbeitskontraktsegregation sind Kennzeichen dieser Re-Organisation bzw. Krise der Erwerbsarbeit. Die politischen Antworten auf diese Veränderungen variieren im europäischen Vergleich erheblich. In einigen Ländern wird das sog. duale Erwerbsmodell forciert, bei dem in sozial- und familienpolitischen Regelungen Frauen wie Männer als Erwerbstätige konzeptualisiert sind. In Österreich sind zwar hinsichtlich der Erwerbsbeteiligung und der Entwicklung der Arbeitsformen ähnliche Tendenzen festzustellen, alleine die politischen Forderungen deuten eine Verschiebung in der Kontextualisierung der Frauenerwerbsarbeit an: In familien- und sozialpolitischen Diskussionen dominieren Frauen als Mütter und nicht als Erwerbstätige. Diese politische Konstruktion von Frauen als beruflich Unterbrechende, Betreuende, Wiedereinsteigende, Dazuverdienerin etc. steht in krassem Kontrast zur statistischen Wirklichkeit, die eine hohe Frauenerwerbstätigkeit sowie wachsende berufliche Kontinuität ausweist.' 'This contribution addresses aspects of the so-called 'dual structural transformation' of the female workforce as a result of social changes in the general employment situation. Greater differentiation in work patterns, erosion of the typical male working life, increased female participation in the labour market accompanied by intensified contract discrimination are characteristic features both of this re-organisation and of the employment crisis. Political responses to these changes vary considerably across the European spectrum. In some countries the so-called dual-earner model is the norm. In Austria comparable tendencies may certainly be observed as far as participation in employment and the evolution of work patterns are concerned. However, the tenor of political discourse indicates the presence of a distorted conceptualisation of female labour. In the social and political debate concerning the family women are predominantly viewed as mothers rather than as wage-earners. This political construct in which a woman is seen as interrupting her employment, raising children, returning to work and supplementing family income is in glaring opposition to a statistical reality characterised by high levels of female employment and by increasing continuity in this employment.'
