Zur sozialen Konstruktion der Arbeitsmarktpartizipation von Frauen

Abstract

'Die gestiegene Arbeitsmarktpartizipation von Frauen in Europa hat intensive interdisziplinäre Forschung nach sich gezogen. In zahlreichen Beiträgen wurde der Frage nach einzelnen Determinanten dieser Entwicklung nachgegangen. Die Mehrzahl der Beiträge bezieht sich jedoch meist nur auf einzelne Politikbereiche und deren Einfluss auf die Arbeitsmarktsituation von Frauen. Eine Reduzierung auf einzelne Politikfelder (wie zum Beispiel Beschäftigungspolitik) verfehlt jedoch die holistischen Wirkungsweisen innerhalb eines Beschäftigungssystems. In diesem Beitrag wird ein theoretischer Rahmen zur Analyse der Arbeitsmarktpartizipation von Frauen erarbeitet. In diesem Analyserahmen werden die einzelnen Akteure eines Arbeitsmarktes - Haushalte, Firmen und Staat - getrennt und deren Interdependenzen analysiert. Politische Maßnahmen beeinflussen sowohl die Haushaltsseite (zum Beispiel durch Ausbildung oder Versorgungsleistungen) wie auch die Unternehmensseite (zum Beispiel durch die Organisation der Produktion). Die Interaktionen dieser drei Bereiche bestimmen nicht nur die Quantität, sondern auch die Qualität der Arbeitsmarktpartizipation von Frauen. Im empirischen Teil dieses Beitrages werden einige der im theoretischen Teil diskutierten Determinanten des Erwerbsverhaltens von Frauen anhand von Daten des Europäischen Haushaltspanels (ECHP) überprüft und getestet.' 'The increased labour market participation of women in Europe has led to an intensive interdisciplinary research. Many contributions analysed the determinants of this development. The majority of these contributions, however, focuses only on specific policy fields and their implications an the labour market situation of women. A reduction to specific policy fields misses the holistic mechanism within an employment system. In this paper a theoretical framework for the analysis of the labour market participation of women is developed. Within this framework, I distinguish between the relevant actors of a labour market - namely households, firms and the state - and analyse the interdependencies between them. Political measures influence not only households (e.g. education, care activities) but also firms (e.g. organisation of production). The interaction of these three spheres determines the quantity and quality of the labour market participation of women. The empirical part of this paper tests some of the determinants of the labour market behaviour of women with the help of the data of the European Community Household Panel.' (author's abstract)
