'Der Aufsatz beschreibt die Funktion der Nationalratsausschüsse im Prozess der österreichischen Bundesgesetzgebung. Deren eigenständige Handlungsspielräume werden einerseits durch die Tatsache beschränkt, dass parlamentarische Systeme ganz allgemein durch einen engen Handlungsverbund zwischen Regierung und Parlamentsmehrheit gekennzeichnet sind. Österreichische Spezifika ergeben sich neben der stark ausgeprägten Verbändestaatlichkeit vor allem aus der bisherigen Dominanz 'großer Koalitionen' von SPÖ und ÖVP. Diese hatten zur Folge, dass viele Funktionen, die üblicherweise (so auch zwischen 1966 und 1983) von Parlamentsausschüssen erfüllt werden, seit 1987 eher von vorgelagerten Koalitionsgremien übernommen werden. Der Aufsatz verwendet daher einen thematisch breiten Zugang: Es werden sowohl die vorparlamentarischen als auch die parlamentarischen Stadien des Gesetzgebungsprozesses untersucht, und sowohl die Ausschüsse selbst als auch im speziellen die Rolle der Ausschussfraktionen der Parteien.' 'The article describes the function of parliamentary committees in the Austrian legislation process. In all parliamentary systems committee autonomy is limited by strong cooperation between government and the parliamentary majority. In Austria additional factors account for the limited role of parliamentary committees: the strong role of the interest organizations of business and labour and the predominance of 'grand coalitions' of the SPÖ and ÖVP. As a consequence, many traditional functions of parliamentary committees (which were also fulfilled in Austria between 1966 and 1983) have more or less been taken over since 1987 by the coalition's various negotiation mechanisms. The article applies a 'broad' approach: it focuses on both the pre-parliamentary and the parliamentary stages of the legislative process and on both the parliamentary committees and the party groups within these committees.'
