Abstract The public administration reform is a long-time and the process is never ending. The study contains the process of the preparation and realization the public administration reform since 1989, fromm the fall of communism, or from 1990, when the new legislation was approved, till nowadays. The study of the development is divided into three units: 1. The cronology of the development in 1990 - 20001; 2. The description of the public administration reform management process, divided into three stages: 1990 - 1992, 1992 - 1998, 1998 - 2001; 3. The summarization of the knowledge. The management techniques and methods of the decentralization reform are stresses in this study
