Der Qualifikationsrahmen als Weg in mehr Wettbewerb? Potenziale und Herausforderungen europäischer Bildungspolitik für die Erwachsenenbildung

Abstract

This report reflects potentials and dangers for adult education resulting from the process of Europeanizing educational politics. The report indicates the associated structural mechanisms of action in the area of tension of cooperation and competition with the example of the European Qualification Frame (EQF). In striving for a better comparability of educational systems and educational programmes the EQF in fact injects fresh impetus for more national and international competition. The author classifies this dynamic in comprehensive educational political processes, associated with Bologna, Lisbon and Copenhagen.

Das Spannungsverhältnis von Kooperation und Konkurrenz war Gegenstand zahlreicher Beiträge im vorigen Heft der DIE Zeitschrift. Für Nicolas Schöpf war dies Anregung, dieses Wortpaar als Folie für die Analyse gegenwärtiger Politikentwicklungen auf europäischer Ebene heranzuziehen. Das Potenzial dieser Herangehensweise ist groß, wie der folgende Beitrag zeigt. Ähnlich wie auf kommunaler oder regionaler Ebene den Bildungseinrichtungen Kooperationen zugemutet werden, obwohl die Akteure in einem Konkurrenzverhältnis stehen, so sind es auf europäischer Ebene die Bildungssysteme und -gänge der Mitgliedstaaten, die durch Kooperation in Wettbewerb geraten (sollen). Diesen Zusammenhang zeigt der Autor beispielhaft an den Dynamiken rund um den Europäischen Qualifikationsrahmen (EQF) auf.
