"Mit seinem rapiden Wirtschaftswachstum und der beispielhaften Art und Weise, wie in jüngster Zeit umweltpolitische Maßnahmen ergriffen und durchgesetzt werden, ist Japan ein besonders interessantes Objekt für eine Fallstudie. Im vorliegenden Artikel wird die Entwicklung der japanischen Umweltpolitik nachgezeichnet, und zwar von der Phase der Ignorierung und Vernachlässigung ökologischer Probleme über die durch Protestaktionen eingeleitete Zwischenphase der symbolischen Politik hin zur Phase der aktiven Umweltschutzpolitik. Diese Entwicklung wurde durch den starken Druck der Betroffenen und verschiedener kritischer Gruppen, aber auch durch das engagierte Mitwirken der Gerichte und einiger Kommunalregierungen entscheidend mitbestimmt. Als Fazit ergibt sich, daß Japans aktive technokratische Umweltpolitik kurz- bis mittelfristig und für begrenzte Bereiche sehr effektiv ist, jedoch eine langfristige, den ökologischen Gesamtkontext einbeziehende Perspektive vermissen läßt, wodurch dem Phänomen der "Problemverlagerung" Tür und Tor geöffnet sind."(Autorenreferat)... view less

"Japan is interesting as a case study given its very rapid economic growth and the speed and manner of its recent adoption of environmental protection policy. This paper traces the evolution of environmental policy in Japan, with particular reference to air pollution, from a phase of ignorance and neglect, through protest and symbolic policy to a stage of active pollution control. There has been strong pressure group influence and mediation by the legal system and local government. The main issue emerging is that Japan's active technocratic environment policy is very effective on a narrow front but lacks a longer term, broader ecological perspective and is prone to "problem shifting"."(author's abstract)... view less
