"Nach einer Auflistung der Konstruktionsmängel des derzeitigen Finanzierungssystems werden ausführlich die finanztheoretischen Unterschiede zwischen Steuer- und Beitragsfinanzierung analysiert, um die Grundlagen für die Prämisse zu erarbeiten, daß Finanzierungsstrukturen ihren Ausgabezwecken entsprechen müssen. Aus der spezifischen Risikostruktur der Arbeitslosigkeit und den Funktionen der Arbeitsmarktpolitik wird dann die Notwendigkeit einer Mischfinanzierung der Arbeitsmarktpolitik abgeleitet. "After an enumeration of the deficiencies of the present system of financing labour market policy, the differences between general revenues and earmarked contributions (for payroll taxes) are analyzed in order to support the proposition that financing structures have to correspond to expenditure objectives. The necessity of a mixed financing structure is then derived from the specific risk structure of unemployment and the functions of labour market policy. Finally, the model of a regular and tax financed grant of the federal government to the Federal Employment Institute (Bundesanstalt fuer Arbeit) is explained in detail, and reasons for this financial reform are developed."(author's abstract)... view less
