"Soziale und ökonomische Fragen sind zu einem sehr großen Teil eng miteinander verbunden und bilden eine nicht intuitiv zu erfassende Wirkungsverflechtung. Eine modellgestützte Abbildung des sozioökonomischen Systems, dessen Akteure, Institutionen und Beziehungen gleichzeitig aus der sozialen und ökonomischen Perspektive analysiert werden können, ist damit sinnvoll. Dabei können grundsätzlich beide Betrachtungsperspektiven betont werden. Die ökonomisch geprägte Zielsetzung der sozioökonomischen Modellierung (soem) liegt einerseits darin zu identifizieren, welche Gruppen von Personen (z.B. Haushalte) in der Produktionssphäre (insbesondere der Arbeitsmarkt) auf welche Weise welchen Beitrag zur ökonomischen Entwicklung leisten. Andererseits werden Verteilungsfragen im Hinblick auf die Einkommensverwendung der privaten Haushalte analysiert. Die Analyse erfolgt auf einer statistisch gesicherten aggregierten Datengrundlage (insbesondere die Volkswirtschaftlichen Gesamtrechnungen des Statistischen Bundesamtes) mit Hilfe makroökonomischer Modelle (u.a. INFORGE). In diesem Arbeitspapier wird ein umfangreicher Satz thematisch abgegrenzter sozioökonomischer Indikatoren zur Teilhabemessung vorgeschlagen und zur Diskussion gestellt, mit dessen Hilfe sowohl die Vergangenheitsdaten als auch die berechneten Modellergebnisse bis 2030 interpretiert werden können. Dazu gehören u.a. die Bereiche Demografie, Arbeitsmarkt und Einkommen. Auch regionale und umweltökonomische Aspekte sind berücksichtigt. Zudem wird ein Verfahren zur Haushaltsmodellierung auf Basis der Einkommens- und Verbrauchsstichprobe (EVS) vorgestellt, um detaillierte Fragen zu den Einkommens- und Konsumstrukturen auf Haushaltsebene beantworten zu können." "The interdependence of social and economic issues is so complex, that the functional relationships cannot often be intuitively explained. Thus, for a useful depiction of the socioeconomic system, its stakeholders, institutions, and their interaction can be equally considered from both the economic and social perspective. In doing so, both perspectives can in principle be emphasized. The objectives of economically-minded socioeconomic modeling (soem) are twofold: Firstly, it aims at identifying which groups of persons (e.g. households) contribute in which way to economic development in the production sphere (mainly labour market). Secondly, distributional aspects with respect to private households' income use are analyzed. The analysis is undertaken using macroeconomic models (i.e. INFORGE) with aggregated and reliable data from official sources (mainly the System of National accounts data provided by German Federal Statistic Office). We propose and put up for discussion a comprehensive set of indicators divided by special topics, as an instrument to measure participation. These topics encompass demographic change, labour market and income. Moreover, regional and environmental-economic indicators are included as well. With the aid of these indicators historical data as well as modelling results up till 2030 could be interpreted from participation standpoint. Furthermore, we present a procedure for modelling private households basing on German Income and Consumption Survey (EVS), to answer more detailed questions regarding income and consumption structures on the household level."
