Entwicklungspolitisches Engagement: Perspektiven gemeinnütziger Organisationen

Abstract

Das vorliegende Discussion Paper untersucht -auf der Grundlage einer vom Wissenschaftszentrum Berlin für Sozialforschung (WZB) durchgeführten Organisationsbefragung- gemeinnützige Organisationen, die im entwicklungspolitischen Kontext tätig sind. Neben den spezifischen Strukturen, Leitlinien und Problemen der Organisationen wird besonders das Engagement der Bürgerinnen und Bürger in den Organisationen analysiert. Die Ergebnisse zeigen, dass im Bereich der entwicklungspolitischen Aktivitäten der Anteil der Klein- und Kleinstorganisationen hoch ist. Dies ist sowohl hinsichtlich der Anzahl der Mitglieder, Engagierten und Beschäftigten als auch beim Finanzvolumen festzustellen. Es ist ein starker innerorganisatorischer Zusammenhalt ausgeprägt. Besonders klassische Leitlinien zivilgesellschaftlicher Organisationen wie Gemeinwohl, Engagement und Interessenvertretung sind ausgeprägt. Das zivilgesellschaftliche Engagement hat einen hohen Stellenwert für die Organisationen. Sie berichten seltener als andere Organisationen von Problemen, Engagierte zu finden oder ehrenamtliche Funktionen zu besetzen. Möglicherweise leistet die ideelle Ausrichtung der Organisationen dafür einen maßgeblichen Beitrag. Zugleich bestehen im Bereich des Engagements noch Spielräume und Möglichkeiten zur Verbesserung. Die Organisationen mit einer hauptsächlichen Ausrichtung auf entwicklungspolitische Tätigkeitsfelder finanzieren sich zu einem hohen Anteil über Spenden. Eine geringe Abhängigkeit von öffentlichen Mitteln und Leistungsentgelten bringen seltener finanzielle Planungsunsicherheiten mit sich. Gleichwohl haben gerade die bereits längere Zeit bestehenden Organisationen Probleme mit der Überalterung von Mitgliedern, Engagierten und Beschäftigten. (Autorenreferat)

This Discussion Paper examines non-profit organizations that are active in the field of development policy on the base of an organizational survey conducted by the WZB Berlin Social Science Center. Besides analyzing specific structures, guiding principles and problems, the survey specially focuses on civic engagement and voluntary activities within these organizations. The results show that there is a high percentage of small and micro-organizations in the area of development policy. This can be determined in terms of the number of members, volunteers and employees, as well as regarding the budget. There is a distinct internal coherence within these organizations. What makes them stand out are most notably classic mission statements such as public welfare, civic engagement and the representation of interest. Civic engagement is a matter of great importance for the interviewed organizations. They report less frequently about problems with finding committed volunteers and filling honorary posts than other organizations. It is possible that the orientation towards idealistic values significantly contributes to that. At the same time there is still room and potential for further improvement in the area of civic engagement. Organizations primarily oriented towards development policy are funded by donations to a great extent. Low dependency on public funds and performance-based payments creates less financial planning uncertainty. Nevertheless, it is especially organizations that have been in existence for a long time that have problems with the aging of members, volunteers and employees. (author's abstract)
