Verwobene Behinderungsprobleme: Diversität und Inklusivität als Spagat und Zwickmühle

Abstract

"Diversität und Behinderung werden mehr und mehr im Zusammenhang gesehen, während der konkrete Umgang mit Vielfaltsfragen bei Behinderung noch im Entstehen ist. Grundforderungen der Anerkennung und Solidarität gegenüber Menschen mit Behinderung haben zugleich Bestand, die sie aber zunächst als Problemgruppe kenntlich machen. Jenseits aktuell beobachtbarer Inklusionsrhetoriken besteht soziale Ungleichheit bei Beeinträchtigung fort. Über sozialpolitische Leitbilder und Maßnahmen entfalten Behinderungszuschreibung, Anerkennung menschlicher Diversität und Teilhabeanliegen Wirkungen, die in eine inklusivitätsorientierte gesellschaftliche Umgestaltung münden sollen. Hierzu werden Bedingungsgefüge aufgezeigt zwischen Offenheit für Vielfalt und riskanten Versorgungslagen bei Beeinträchtigung und Benachteiligung. Fragliche Kernpunkte bleiben Lebenslagen bei Beeinträchtigung, der Aufbau von Diversitätskompetenz, die Suche nach verbesserten Teilhabechancen ohne Adaptationszwängen und nach Möglichkeiten, in Gemeinwesen Einbeziehungskräfte zu entwickeln. Alle gesellschaftlichen Bereiche im Sinne eines Mainstreaming Disability einzubinden, professionelle Kompetenz der Behindertenhilfe nicht verloren zu geben sowie Selbstvertretungszusammenschlüsse mit ihren Eigeninteressen zuzulassen erweist sich als verzwickt und spannungsreich. Lösungen können nicht alleine von Sozialpolitik erwartet werden. Inklusivitätspotenziale in Staat und Gesellschaft sind nicht einfach beliebig erwartbar und abrufbar, in nationaler und globaler Sicht. Bereits eine gute Koexistenz auf der Basis von Diversitätsbewusstsein und -toleranz mit gegenseitiger Duldung der Verschiedenheiten wäre wohl ein Gewinn." (Autorenreferat)

"The link between diversity and disability has become increasingly obvious whereas the practical interaction with disability-related diversity issues remains tentative. Basic claims such as the recognition of and solidarity with persons encountering disability remain crucial but, at the same time, these demands also emphasise their status as a problematic group. Beyond the current dissemination of programmatic inclusion discourses, social inequality persists when individuals are confronted with impairment. Sociopolitical approaches and measures, the revaluation of disability and the recognition of human diversity and participation are catalysing changes that should lead towards an inclusion-oriented social transformation. However, these developments unveil a web of contradictory conditions oscillating between an openness for diversity versus service-provision situations that are fraught with risks for persons faced with impairments and discrimination. Central controversial issues remain, such as the varied life situations experienced by individuals with impairments, the expansion of diversity competence, the search for improved participation opportunities without adaptation constraints and the possibility of fostering an inclusionary impetus within the community. Indeed, involving all the social realms in the sense of disability mainstreaming, preventing the loss of professional competence within services for persons with disabilities as well as tolerating self-representation associations with their own agendas are moves that are both tricky and tension-filled. In this context, one cannot hope that social policies will provide all the solutions. Be it from a national or global perspective, it is futile to expect and demand inclusionary capabilities from within the state or society. Hence, a positive coexistence based on diversity consciousness and tolerance - including a reciprocal acceptance of differences - would already represent a major gain." (author's abstract)
