Probleme der Integration der baltischen Staaten in westliche Strukturen

Abstract

'Die Integration von zentral- und osteuropäischen Ländern in westliche Strukturen ist mit vielfachen Fragen verknüpft, deren Untersuchung für diese Länder selbst wie auch für westliche Länder, aber auch unter dem Gesichtspunkt der weiteren Entwicklung und Erweiterung der wichtigsten westlichen Strukturen, der Europäischen Union und der NATO, aktuell ist. Dies betrifft in besonderer Weise die baltischen Länder Litauen, Lettland und Estland. Es geht dabei vor allem um folgendes: um die Bestimmung der Funktionen, des Ortes und der Rolle der baltischen Staaten bei ihrer Westintegration; um die Bestimmung möglicher Szenarien und wahrscheinlicher Folgen der Westintegration; um die Fähigkeit der baltischen Länder zu einer realen Westintegration und um ihre weitere politische wie ökonomische Transformation als Basisfaktor dieser Integration; um die Grundorientierungen der Außen- und Innenpolitik, der soziokulturellen, ökonomischen und technologischen Entwicklung der baltischen Staaten, ihrer Politik auf dem Gebiet der Verteidigung unter Berücksichtigung der Integrationslogik; um die Gewährleistung von Sicherheit und Stabilität in der baltischen Region bei ihrer Westintegration auch unter Berücksichtigung der problematischen Situation des Gebiets Kaliningrad. Als Hauptinformationsquellen der vorliegenden Arbeit dienten soziologische, ökonomische, politologische Untersuchungen, einschlägige Arbeiten von Spezialisten aus dem Baltikum und aus anderen Ländern, offizielle Dokumente und Rechtsakte, offizielle statistische Angaben zu den baltischen Ländern, die jedoch nicht in Tabellenform, sondern - aus Platzgründen - in allgemeinerer Form wiedergegeben werden.' 'The integration of Central and Eastern European countries into Western structures involves manifold issues whose examination is of immediate interest to those countries themselves and to Western countries, also and especially in the light of the further evolution and enlargement of the most important Western structures, the European Union and NATO. This is particularly true in the case of the Baltic states Lithuania, Latvia and Estonia. The principal points concerned are the following: definition of the functions, the place and the role of the Baltic states in the context of their integration with the West; identification of possible scenarios and probable consequences of integration with the West; the Baltic states' ability to achieve a real integration with the West and their further political and economic transformation as a fundamental factor in this integration; the basic orientations of the foreign and domestic policies, of the socio-cultural, economic and technological development of the Baltic states, and of their policies in the field of defence in consideration of the logics of integration; the assurance of security and stability in the Baltic region in the course of their integration with the West and in consideration of the problematic situation of the Kaliningrad region. The main sources of information drawn upon for the present work were sociological, economic and politological studies, pertinent works by specialists from the Baltic region and other countries, official documents and legal records and official statistical data an the Baltic states, which, however, are presented not in table form but - for space reasons - in a more general manner.'
