Koordinierung in der regionalen Strukturpolitik - Erfahrungen aus der Praxis

Abstract

"Angesichts bestehender bzw. sich abzeichnender, zum Teil gravierender Regionalprobleme (insbesondere in strukturschwachen ländlichen Regionen), der Gefahr zunehmender räumlicher und damit auch sozialer Disparitäten und der grundgesetzlichen Verpflichtung zur Herstellung gleichwertiger Lebensverhältnisse sind Effektivität und Effizienz staatlichen Handelns im Bereich der regionalen Strukturpolitik deutlich zu erhöhen. Unter den gegenwärtigen Bedingungen der 'Schuldenbremse' lässt sich dies nicht mehr wie in der Vergangenheit durch zusätzliche Finanzmittel für diesen Politikbereich erreichen. Verbesserungspotenzial gibt es im Wesentlichen nur noch durch eine effektivere Koordinierung der wichtigsten raumwirksamen Politiken, also vorrangig durch Vermeidung konterkarierender Raumwirkungen von Fachpolitiken." "In the light of significant existing and emerging regional problems (especially affecting structurally weak rural regions), increasing spatial and social disparity and the general duty to ensure equal living standards the author assumes that the effectiveness and efficiency of governmental actions with regards to the regional structural policies have to be increased. Considering the current conditions particularly with regards to budgetary pressures (Debt break), this cannot be achieved as previously through additional financial means for this policy area. Potential for improvement generally exists with regards to a more effective coordination of the most important policies with regional impact, predominantly through avoiding contradictive effects of these policies. This article provides an analysis of the barriers to a more intensive coordination from the perspective of the political practice and details a number of aspects how success factors for the coordination can be improved through policies. It illustrates that particularly through the creation of an appropriate institutional framework the government can ensure the required conditions for an effective coordination of regional structural policies."
