"Mit der 'politique de la ville' und der 'Sozialen Stadt' wurden in Frankreich seit den 1970er Jahren und in Deutschland seit den 1990er Jahren quartiersbezogene Förderprogramme etabliert, die soziale Problemlagen durch Interventionen in spezifische Viertel beheben wollen. Begründung und Zielsetzung der Stadtpolitiken haben dabei zunächst ausschließlich auf städtebauliche Missstände und eine räumliche Konzentration von sozioökonomisch benachteiligten Bewohner(inne)n abgehoben. Der Beitrag untersucht, inwieweit in jüngerer Zeit Programme und Maßnahmen der quartiersbezogenen Förderprogramme in Frankreich und Deutschland explizit 'Migrant(inn)en' als Adressaten hervorheben und dabei eine Differenzierung von Gesellschaft entlang kultureller Linien (re-)produzieren. Er sensibilisiert damit Stadtforschung, Planung und Politik dafür, dass (Stadt-)Politiken nicht einfach auf gegebene Problemlagen reagieren und gegebene Strukturierungen von Gesellschaft bearbeiten, sondern dass die Definition von Problemlagen und die Adressierung bestimmter Gruppen immer auch aktiv Gesellschaft in einer bestimmten Weise (re-)produzieren." "Area-based urban policies have been applied in France since the 1970s (as 'politique de la ville') and in Germany since the 1990s (as 'Soziale Stadt'). These policies seek to solve social problems by intervening in specific urban quarters. Initially, these policies and the goals they set were based exclusively on urban planning problems and the concentration of socially and economically disadvantaged residents in certain quarters. This paper analyses to what extent these policies, and the programmes and practices that ensue, have in recent years explicitly addressed 'migrants' and thus differentiated society along cultural lines. It draws the attention of urban studies, planning and politics to the fact that (urban) policies do not just react to given problems and deal with given social structures but that the definition of problems and the addressing of specific social groups always (re-)produce society in a specific way."
