'Die Arbeitslosigkeit ist eines der aktutesten Probleme der heutigen russischen Wirklichkeit und wird von Vertretern verschiedener politischer Kräfte sowie von Spezialisten diskutiert. Mit dieser Frage befaßt sich auch der vorliegende Bericht. Als Hauptquellen dienten Angaben der staatlichen Statistik und Spezialuntersuchungen, die auf Bestellung von Behörden, die für Arbeit und Beschäftigung verantwortlich sind, durchgeführt wurden, Ergebnisse in der Fachpresse veröffentlichter soziologischer Forschungen sowie Resultate einiger Analysen der Verfasserin. Dieser Forschungsarbeit lagen mehrere Hypothesen zugrunde. Die wichtigste lautete, daß beim Übergang von der Plan- zur Marktwirtschaft mit gleichzeitigem Strukturwandel die Arbeitslosigkeit eine für Länder mit einer entwickelten Marktwirtschaft untypische Form haben kann. Die zweite Hypothese war, daß das von der Statistik präsentierte Bild der Arbeitslosigkeit stark verzerrt ist. Die dritte Hypothese beinhaltete, daß sich die Arbeitslosigkeit in den verschiedenen Regionen anders darstellt. Die vierte Hypothese schließlich besagte, daß die Probleme und Prioritäten der Sozialpolitik im allgemeinen und der Beschäftigung im besonderen von der Bevölkerung und den Personen, die Einfluß auf diese Politik ausüben, unterschiedlich gesehen werden.' 'Unemployment is one of the most acute problems in Russian reality today and is the subject of debate among the representatives of various political forces and between specialists. It is also the subject of the present report. The main sources used for the report were state statistical data and the results of special studies commissioned by the authorities responsible for work and employment, the findings of sociological research published in the specialist press, and the results of some of the author's own analyses. This research work was conducted on the basis of a number of hypotheses, the principal one being that in the transition from a planned to a market economy accompanied by structural change unemployment can take on forms not typically found in countries with a developed marked economy. The second hypothesis was that the picture of unemployment presented by the official statistics is severely distorted. The third hypothesis stated that unemployment differs from region to region. And finally, the fourth hypothesis maintained that the problems and priorities of social policy in general and employment in particular are perceived differently by the people at large and the persons influencing this policy.'
