Abstract We studied the mechanisms of current consideration of the interests of the population of the northern territories of the country and provides recommendations for their improvement. The author analyzes the key government institutions, scientific research and analytical centers and universities, whose potential can be the basis of long-term to improve the quality of decision-making and implementation of management with a focus on the actual needs and interests of the population of the northern regions of the country. The quality of the accounting system and the interests of the people of the Arctic Arctic territories in the preparation and implementation of strategic programs of their socio-economic development largely determines the formation of long-term human resource capacity development areas. Therefore, the study of mechanisms of articulation and aggregation of interests of the population of the northern territories and taking them into account in the planning processes of strategic development, as well as development directions of their improvement is significant and relevant today.
