Abstract 'Der Übergang Rußlands zu marktwirtschaftlichen Beziehungen machte den Umbau des gesamten Wirtschaftsmechanismus des Landes und in erster Linie die Demilitarisierung der Wirtschaft sowie die Verkleinerung des Rüstungssektors notwendig. Um diese Aufgabe lösen zu können, wurde eine Reihe von Konversionsprogrammen ausgearbeitet, die jedoch nicht erfüllt worden sind. Dies ist vor allem durch den Mangel an Ressourcen zu erklären, die für die Erfüllung der gestellten Aufgaben nötig gewesen wären; kein einziges Konversionsunterprogramm ist in vollem Umfang finanziert worden. Aus diesem Grunde steht der Rüstungssektor Rußlands vor einem ganzen Komplex ungelöster militärischer, wirtschaftlicher und sozialer Probleme.' (Textauszug)

'The conversion of Russia to a market economy made it necessary to reconstruct the entire economic mechanism of the country and above all to demilitarise the economy as well as downsize the armaments sector. Thus, a number of conversion programs was developed in order to cope with this task. However, these programs were not put into practice. To a great extent, this can be explained by the lack of resources that would have been necessary to cope with the task at hand. Not a single conversion program was fully financed. That is why the armaments sector in Russia faces an entire complex of unsolved military, economic and social problems.' (extract)
