Abstract	'Die Institutionalisierung der örtlichen oder kommunalen Selbstverwaltung ist ein bedeutender Schritt auf dem Weg zu mehr Demokratie. Am 10. Juni 1997 erklärte der russische Präsident Boris Jelzin, daß die Hauptaufgabe der Innenpolitik die Unterstützung der örtlichen Selbstverwaltung sei. In dem folgenden Bericht wird versucht - gestützt auf russische Quellen -, die Rechtslage, die Institutionen und die Praxis der örtlichen Selbstverwaltung darzustellen. Der Anhang enthält die personelle Zusammensetzung der drei föderalen Gremien, die für die örtliche Selbstverwaltung verantwortlich sind, und das Schema der Administration des Präsidenten, in welcher die Verwaltung für die Unterstützung der Tätigkeit der örtlichen Selbstverwaltung verankert ist.' (Textauszug) 'The institutionalisation of local or municipal self-government is an important step on the road to greater democracy. On 10 June 1997 Russian President Boris Yeltsin declared the support of local self-government to be one of the main tasks of Russian domestic policy. Using Russian sources, the following report attempts to outline the legal and institutional framework and the practice of local self-government. The appendix contains a list of personnel of the three federal bodies responsible for local self-government and table of the organisation of the presidential administration that provides administrative support for the activities of local governments.'
