| Abstract | 'Das Verhältnis zwischen der Zentrale und den Regionen ist in der Rußländischen Föderation nicht unproblematisch. In den letzten Jahren versuchte Moskau, zwei Entwicklungen einzuleiten bzw. zuzulassen, die dazu beitragen sollten, Spannungen innerhalb der Föderation durch den Abschluß von Kompetenzabgrenzungsverträgen und die Zulassung von Gouverneurswahlen abzubauen. Diesen beiden neueren Entwicklungen auf dem Territorium der Rußländischen Föderation ist dieser Bericht gewidmet, der sich hauptsächlich auf russische Quellen stützt.' (Autorenreferat) 'The relationship between the central authorities and the regions within the Russian Federation is not unproblematic. In recent years, Moscow has in the one case tried to set in motion and in the other started to allow two trends which are intended to relieve tensions within the Federation: the conclusion of competence demarcation agreements and the holding of governorship elections. These two recent trends on the territory of the Russian Federation are the subject of the present report, which is based primarily on Russian sources.' (author's abstract) |
