'Die erste Periode der Suche nach neuen Bezugspunkten für die Osteuropäer mündete um die Mitte der 90er Jahre in eine neue Phase. Seither rückte die Einleitung konkreter Schritte zur abgestuften An- und Einbindung der osteuropäischen Reformstaaten in die Institutionen euroatlantischer Integration in den Vordergrund. Zu nennen sind hier insbesondere die Bestimmung von Aufgaben und Rolle der KSZE (seit 1994: OSZE) als umfassende Organisation 'von Vancouver bis Wladiwostock', die Einbeziehung einer Reihe von Ländern Ostmitteleuropas als Vollmitglieder in die EU sowie die Öffnung der NATO nach Ostmitteleuropa bei parallelem Abschluß einer engen Sicherheitspartnerschaft mit Rußland. Der vorliegende Bericht analysiert die Beitrittsaspirationen der Länder Ostmitteleuropas, die Probleme der Einbeziehung Rußlands sowie die Perspektiven der 'neuen Zwischenzone' vom Baltikum bis zum Schwarzen Meer. Dabei verweist er mit Nachdruck auf den Umstand, daß die Parallelität von Integration und Kooperation konzeptionelle Innovation und materielle Opfer von beiden Seiten - den Ländern östlich und westlich der früheren Trennlinie - erfordert. Der Bericht stützt sich auf offizielle Dokumente ber beteiligten Akteure sowie auf die Beiträge aus Wissenschaft und Publizistik in Ost- udn Westeuropa.' (Autorenreferat)... view less

'The first period in the Eastern Europeans' search for new orientation bearings went into a new phase around the mid-nineties. Since then, the focus has been on the implementation of concrete steps towards the step-by-step link-up and assimilation of the reforming states of Eastern Europe into the institutions of Euro-Atlantic integration. Worthy of particular mention among these steps are the definition of the duties and role of the CSCE (renamed OSCE as of 1994) as an all-embracing organisation 'from Vancouver to Vladivostok', the adoption of a number of countries of East Central Europe into the EU as full members, and the opening up of NATO towards East Central Europe, accompanied by the conclusion of a close security partnership with Russia. The present report analyses the membership aspirations of the countries of East Central Europe, the problems involved in accommodating Russia, and the prospect of a 'new buffer zone' stretching from the Baltic to the Black Sea. In this context, the report emphatically points out that the parallelism of integration and co-operation calls for conceptual innovation and material sacrifice on both sides - the countries to the east and to the west of the former dividing line. The report is based on official documents by the parties involved and on articles published in the learned literature and the public media in Eastern and Western Europe.'
