'Ausgelöst durch die öffentliche Aufregung um die Herzoperation Präsident Jelzins, stellt sich erneut die Frage, wer in der Russischen Förderation die Entscheidungen trifft. Hängt wirklich alles vom Präsidenten allein ab? Tatsächlich wirkt noch eine Reihe anderer Akteure mit. Viele Entscheidungen werden auf regionaler Ebene, in den Förderationssubjekten, getroffen. Das Zentrum hat längst sein politisches Machtmonopol eingebüßt und muß mit den regionalen Machtstrukturen konkurrieren. In diesem Konkurrenzkampf haben die Politiker in Moskau oftmals das Nachsehen. Inwieweit dies für die Privatisierung in der Russischen Föreration gilt, soll in dem folgenden Bericht am Beispiel der Privatisierung in St. Petersburg und im Sverdlovsker Gebiet untersucht werden.' 'Triggered by the public excitement about President Yeltsin's heart surgery, the question again arises as to who taking the decisions within the Russian Federation. Does everything really depend on the President alone? As a matter of fact, there are a whole number of other players who participate in the decison-making process. Many decisions are taken at the regional level, in the subjects of federation. The centre has long lost its monopoly on political power and is having to compete with the regional power structures. In this power contest, it is frequently the politicians in Moscow who come off second best. The present report uses privatisation in St. Petersburg and the Sverdlovsk region as its example in a attempt to review the extent to which the trend towards regional decision-making also applies to privatisation in the Russian Federation.'
