Investitionen und Kapitalstockentwicklung in Weißrußland

Abstract

'Die Entwicklung der Investitionen spielt für die Wirtschaftsentwicklung der GUS-Länder eine zentrale Rolle. Durch die unzureichenden Ersatzinvestionen war der Kapitalstock bereits zu Beginn des Transformationsprozesses stark überaltert. Gleichzeitig sind erhebliche Teile des Kapitalstocks mit dem Ende des planwirtschaftlichen Systems entwertet worden. In vielen Sektoren muß der Kapitalstock fast völlig erneuert werden, um im Wettbewerb bestehen zu können. Durch den Zusammenbruch der Investitionen nach dem Ende der Sowjetunion haben sich die Probleme jedoch erheblich verschärft, wodurch auch die längerfristigen Wachstumsperspektiven dieser Länder empfindlich beeinträchtigt worden sind. Die vorliegende Studie versucht die Entwicklung der Investitionen in Weißrußland, ihre Faktoren und ihre Auswirkungen auf den Kapitalstock näher zu erforschen. Sie ist Teil einer Untersuchung, in der die Entwicklung der Investitionen und des Kapitalstocks in der Russischen Föderation, der Ukraine und Weißrußland analysiert werden.' (Autorenreferat)

'The development of investment is of cardinal importance to economic progress in the countries of the CIS. Because of inadequate replacement investment, the capital stock was already seriously obsolescent when the transformation process got under way. The demise of the planned economy system made a considerable part of the capital stock worthless virtually overnight. In many sectors, almost the entire capital stock will have to be replaced to have any chance of survival in today's competitive environment. But the collapse of investment activity following the end of the Soviet Union has aggravated the problems still further, seriously impairing prospects for long-term growth in the successor states. The present study attempts to trace the history of investment in Belarus, to examine its factors and to identify its effects on the capital stock. It is part of a broader study which analyses the development of investment and the capital stock in the Russian Federation, Ukraine, and Belarus.' (author's absrtact)
