Der Rüstungssektor des Sverdlovsker Gebiets und seine Privatisierung

Abstract

'Das Gebiet Sverdlovsk ist eines der großen Zentren der russischen Rüstungsindustrie. Die Anfänge der Konzentration von Rüstungsbetrieben in Ekaterinenburg (früher: Sverdlovsk) und dem zugehörigen Verwaltungsgebiet reichen in die Anfangsphase des 'Großen Vaterländischen Krieges' zurück, als militärische Produktionsstätten aus grenznahen Gebieten - wie z. B. Leningrad - hinter den Ural verlagert wurden. Gegenwärtig gehören dem Sektor im Gebiet Sverdlovsk über 40 Betriebe, wissenschaftliche Forschungseinrichtungen und Konstruktionsbüros unterschiedlicher Branchen der Rüstungswirtschaft an. Der vorliegende Bericht stellt Struktur und Entwicklung des Rüstungssektors in der Region dar und analysiert, in welcher Weise sich der Privatisierungsprozeß auf ihn auswirkte. Der Autor, stellvertretender Vorsitzende des Instituts für Wirtschaft der Uraler Abteilung der Russischen Akademie der Wissenschaften, ist als Mitarbeiter an regionalen Konversionsprogrammen und Berater der Administration des Sverdlovkser Gebiet, umfassend über die Situation im Sverdlovsker Rüstungssektor informiert. Durch die Doppelfunktion des Autors als Wissenschaftler und Politikberater kann mit dem vorliegenden Bericht zudem ein Einblick in die regionale Politikgestaltung gewonnen werden.' (Autorenreferat)

'Sverdlovsk Oblast is one of the large centres of the Russian arms industry. The concentration of arms-producing enterprises in Ekaterinburg (formerly Sverdlovsk) and the corresponding administrative region dates back to the early days of the 'Great Patriotic War', when military production plants were shifted from areas near the border, such as Leningrad, to beyond the Urals. Today, Sverdlovsk Oblast is home to more than forty enterprises, research installations and construction buros belonging to various branches of the arms industry. The present report outlines the structure and development of the arms sector in the region and analyses the effect that privatisation has had on it. The author is deputy chairman of the Economics Institute of the Urals division of the Russian Acdemic of Sciences. He has worked on regional conversion prorgammes and served as an adviser to the Sverdlovsk regional administration and is thus very well informed about the situation in the Sverdlovsk arms sector. The author's dual function as both a scientist and political adviser means that the report also provides an insight into regional politics.' (author's abstract)
