'The present report deals with the question as to an Asian model for development and the propagation of Asian values. Since 1989, the governments of China, Indonesia, Malaysia and Singapore have, much to their surprise, been coming under growing pressure from sections of their own population and from the West to democratize. With reference to their distinct cultural traditions, these governments reject human rights and democracy for the most part as allegedly Western concepts and in their place propagate Asian values more in keeping with local cultures. For its sources the report uses statements by governments, politicans, non-governmental organisations (NGOs), interviews, some declarations of programme, reports on conferences, and research literature.'
