'Im Gefolge von Wirtschaftsreform und Preisfreigabe stellt die Verarmung großer Bevölkerungsteile in zunehmendem Maße eine Gefahr für die Stabilität Rußlands dar. Der russische Zentralstaat hat bisher keine Antwort auf die alten und neuen sozialen Fragen gegeben. Im Gegensatz zu den zentralstaatlichen Organen sind die regionalen Entscheidungsträger aber unmittelbar mit den Problemen der sozial Schwachen konfrontiert. Daher sind sie zu sozialpolitischem Handeln gezwungen. Ein Beispiel ist das Gebiet Niznij Novgorod, das in vielen Bereichen eigene Wege geht. Der vorliegende Bericht geht der Frage nach, ob und in welcher Form das Gebiet Niznij Novgorod besondere sozialpolitische Handlungskonzepte entwickelt und von welchen Voraussetzungen diese abhängig sind. Der Bericht basiert auf mehreren Forschungsaufenthalten in Niznij Novgorod. Materialgrundlage sind qualitative Interviews mit Entscheidungsträgern sowie die Auswertung von sozio-ökonomischen Tätigkeitsberichten und Prognosen der Gebietsadministration, regionale Statistiken und der Presse Niznij Novgorods.' 'ln the wake of the economic reforms and of the liberalization of prices, the pauperization of large sections of the population is posing an ever-worsening threat to the stability of Russia. The Russian central authorities have up to now failed to come up with an answer to pressing social questions, long-standing and new. Unlike the central authorities, the regional decision-makers are directly confronted with the problems of the socially under-privileged. For this reason, they are forced to pursue effective social policies. One example is provided by the region of Nizhny Novgorod, which has been going its own way in many fields of policy. The present Report examines the question as to whether and in what way the Nizhny Novgorod region has developed special approaches and action programs in its social policy and on which preconditions these depend. The Report is based on several periods of research spent by the author in Nizhny Novgorod. The material corpus is taken from qualitative interviews conducted with decision-makers and from the analysis of socioeconomic activity reports and prognoses by the regional administration, regional statistics, and the Nizhny Novgorod press.'
