 abstract = {The Astrakhan region - is the gate to the Caspian sea, business center of the south of the Russian Federation which is majorly oriented on the shipbuilding as on the core city-forming factor of industry. Presently the shipbuilding industry is facing hard times. The reasons of a regress are similar for the shipbuilding-ship repair yards of the entire country. In order to overcome the crisis in this strategic industry it is necessary to undertake a package of measures both from the side of the company owners and from the side of the government. One of the prospective directions is a formation of the corporate entities upon participation of leasing companies as well as application of a factoring mechanism in the organisation of the leasing operations.},
