Este artigo trata da situação dos haitianos no Brasil após o terremoto de 2010, expondo a ineficácia dos regimes internacional e nacional dos refugiados. Avalia-se a atual conjuntura político-social do Haiti, destacando as políticas públicas elaboradas pelo Brasil para os haitianos que migraram em razão de uma catástrofe natural e se tornaram deslocados ambientais. Em seguida, a pesquisa utiliza o pós-estruturalismo, que questiona discursos dicotômicos institucionais apregoados na comunidade internacional, como sociedade/natureza e cidadão/estrangeiro, para concluir ser necessário ampliar o regime de refúgio ou desenvolver um sistema de proteção específico para os deslocados ambientais.... view less

This article deals with the Haitians’ situation in Brazil after the 2010 earthquake, exposing the ineffectiveness of the international and national refugee regimes. It evaluates the current political and social situation of Haiti, highlighting the public policies implemented by Brazil for Haitians who migrated because of a natural catastrophe and became environmentally displaced people (EDP). After that, the research uses the post-structuralism, which questions dichotomous institutional discourses proclaimed in the international community, e.g. society/nature and citizen/foreigner, in order to conclude that it is necessary to enlarge the refugee regime or to develop a specific system for the protection of EDPs.... view less
