The negotiations between the Center represented by the European Union and the peripheries represented by the East European Countries (EECs) are not a classic negotiation in order to obtain an accepted compromise between the two parties. The EECs have to adapt their institutions in order to fulfill a number of criteria presented by the European institutions (as a result of negotiations between the Member States), have to adapt their own institutions for accession. Although those changes in the EECs took place under the surveillance of the European Union institutions, the friendly dialogue between parties is a very specific one between future members of the same construction.... view less
