Zur Frage der Rentenanpassung: Probleme und Lösungsansätze

Abstract

Mit der Rentenreform 2001 wurde das Ziel der Lebensstandardsicherung der bundesdeutschen gesetzlichen Rentenversicherung (GRV) aufgegeben zu Gunsten der Zielsetzung der Sicherung des Lebensstandards im Alter aus "drei Säulen". Im Lichte dieses grundlegend veränderten Sicherungsziels muss die Frage der Rentenanpassungssystematik neu diskutiert werden. In dem vorliegenden Diskussionspapier wird für eine vereinfachte Anpassungsformel mit integriertem Sicherungsziel plädiert. Sie orientiert sich sowohl an den Bruttoarbeitseinkommen als auch an dem Verhältnis von Rentnern und Versicherten. Die komplexen Parametrisierungen der aktuellen Anpassungsformel wie der kaum nachvollziehbare Faktor 'alpha' sowie der fiktive und inhaltlich nicht zu rechtfertigende Altersvorsorgeanteil sollten aus der Formel eliminiert werden.

Due to the pensions reform of 2001 the target of securing the living standard in the context of the German Pension System (GRV) was cancelled, and there has been a change towards the target of securing the living standard in the ageing period on the basis of "three pillars". Concerning to this fundamentally changed target the principles of pension adjustments should be discussed again. In this discussion paper we argue for a more simple adjustment formula with an integrated target of social security. It is geared as well to gross wages as to the relation between the number of pensioners and the number of insured persons. The complicated parameters of the current adjustment formula like the hardly traceable factor 'alpha' and the not vindicatory share of retirement provision due to private payments should be eliminated.
