In diesem Papier wird ein alternativer Ansatz zur Armutsmessung diskutiert: Der so genannte Zerlegungs-Ansatz. Diese Methode differenziert zwischen verschiedenen sozialen Gruppen in dem Sinne, dass für jede Gruppe eine separate Armutsgrenze bestimmt wird. Beispielsweise könnte die Haushaltsgröße ein Kriterium für eine solche soziale Unterscheidung sein. Hierdurch wird die Abhängigkeit der Armutsmessung von Äquivalenzskalen reduziert. Somit hat die „neue“ Methode weniger normative Elemente als die traditionellerweise genutzte Methode mit einer gleich hohen Armutsgrenze für alle Personen. Lediglich unter zwei Bedingungen führen der traditionelle und der neue Ansatz zu denselben Ergebnissen: Erstens, wenn die Relationen aus gruppenspezifischen Armutsgrenzen und gruppenspezifischen Mit-telwerten die gleiche Höhe wie auf der Gesamtebene haben, und zweitens, wenn die implizierte Äquivalenzskala bei beiden Ansätzen dieselbe ist.... view less

In this paper an alternative approach with regard to poverty measurement is discussed: The so-called decomposition approach. This method differentiates between various social groups in the sense that for each group a separate poverty line is determined. E.g., household size could be a criterion for such a social differentiation. By doing this the dependence of poverty measurement on equivalence scales is reduced. So the 'new' method has less normative elements than the traditionally used method with its equal poverty line for all persons. Only under two conditions the traditional and the new approach lead to the same results: Firstly if the relations between group-specific poverty lines and group-specific means have the same amount as on the overall level, and secondly if the implied equivalence scale is the same between the two approaches.... view less
