Die vorliegende Studie belegt einen grundlegenden Wandel im Öffentlichen Dienst. Die Verwaltungsmodernisierung, insbesondere das 'Neue Steuerungsmodell' und die damit einhergehenden Entwicklungen im Rahmen des E-Government verändern die Qualifikationsanforderungen an die Beschäftigten im nichttechnischen Bereich grundlegend. Betroffen sind Verwaltungsfachangestellte, Fachangestellte für Bürokommunikation, Justizfachangestellte, Sozialversicherungsfachangestellte, Fachangestellte für Arbeitsförderung und Fachangestellte für Medien und Informationsdienste. Es fragt sich, ob verwaltungs-betriebswirtschaftliche Qualifikationen, E-Government- und qualitätsbezogene Kompetenzen künftig in ihre Qualifikationsanforderungen miteinbezogen werden sollten.... view less

This study proves that a fundamental change is taking place in the German Civil Service. The modernisation of public administration, in particular the German 'new public management', and the resulting developments in the field of e-government have lead to a fundamental change in the qualification requirements for employees in the non-technical service. This applies to administrative specialists, office communication clerks, judicial clerks, specialists in social insurance administration, specialists in labour promotion and specialists in media and information services. The question is whether qualifications in administrative managerial economics, e-government and quality-related competencies should henceforth be part of the required qualifications for these occupations.... view less
