"Das Sozialprestige der Bauwirtschaft ist prekär, die Branche bemüht sich um seine Normalisierung. Seit Ende der 50er Jahre versuchte man, eine Angleichung an das Normalarbeitsverhältnis durch eine überbetriebliche branchenkorporative Regulierung zu erreichen. Diese Sonderregelungen wurden in den 90er Jahren abgebaut; nunmehr wird eine Normalisierung eher im neoliberalen Muster angestrebt. Diese Veränderungen gehen mit einer Verbetrieblichung der industriellen Beziehungen in einigen Großunternehmen einher. Sie resultieren aus Strukturveränderungen der Bauwirtschaft wie der Internationalisierung des Bauarbeitsmarktes, der Vernetzung von General- und Subunternehmen und der Transformation von Bauunternehmen zu Projektentwicklern. Dieser Prozeß drückt sich nicht zuletzt im Wechsel der Regulierung des baugewerbetypischen winterlichen Beschäftigungsrisikos aus. "The social standing of the construction industry is poor, and hence the industry has been trying to improve it. Since the end of the 1950s attempts have been made to align employment relations in the construction industry on the ‚normal‘ model of the employment relationship through industry-wide corporate regulations. In the 1990s, however, these special regulations have been phased out and normalization now is sought along neoliberal lines. These changes are connected with the increased importance of company-specific industrial relations in some large companies. Their reasons lie in structural changes of the construction industry: the internalization of the construction labour market, the extended networks of contractors and subcontractors and the transformation of construction companies into general project-managers. This changing pattern of normalization is expressed in the changing regulation of the employment risk in the winter. The article analyses this as an example of the general changes taking place in the industry." (author's abstract)... view less
