%X "Mit der Rechtsimplementierung der europäischen Betriebsräte im September
d.J. wird die Entwicklung dezentraler europäischer industrieller Beziehungen eingeleitet.
Diese könnten zur Keimzelle eines komplexen europäischen Arbeitsbeziehungssystems
mit einem späteren Kern an Vereinbarungs- bzw. Tarifpolitik werden. Dabei
werden Spannungen zwischen den traditionellen nationalen Arbeitsbeziehungssystemen
und dem neuen übernationalen Aufgabenzuschnitt der europäischen Betriebsräte
entstehen. Das Problem - aber auch Innovationspotential auf diesem Feld - wird anhand
von bereits freiwillig vereinbarten EBR-Regelungen an einem französischen,
britischen und deutschen Fall besprochen. Die Bilanz von Chancen und Risiken der
europäischen Betriebsräte ergibt, daß neben den Gefahren (Konzernsyndikalismus,
Vereinnahmung der europäischen Betriebsräte durch eine Eurokonzern-
Unternehmensphilosophie) auch Chancen und positive Perspektiven für die Entwicklung
einer europäischen Arbeitsbeziehungsidentität in der Triadenkonkurrenz sowie
intensivierte europäische Gewerkschaftskontakte und -koordination erwartet werden

%X "The national implementation of the European Works Council- Directive will
provide a boost to the decentralisation of European industrial relations by September
1996. European works councils could contain the seed of a complex European industrial
relations system subsequently developing a core of collective agreements and
wage-policies. This process will be accompanied by tensions between the traditional
industrial relations systems and the new supranational agenda of the European
works councils. The problems - but the potential for innovation in this field too - are
discussed by analysing voluntary agreements on works council regulations in the
British, French and German cases. The balance of opportunities and risks of the
European works councils shows, that besides the risks (of European company unions,
and incorporation of European works councils into a European corporate identity),
the opportunities and positive perspectives include the development of a European
industrial relations identity of compared with those of the USA and Japan. A last important
point resulting of the further establishment of European works councils could
be the intensification of European trade union contacts and the co-ordination of the
European works councils by unions." (author's abstract)
