"Within the framework of the Demonstration Project of Spatial Planning 'Spatial development strategies on climate change', a 'Climate New' project has been sponsored in the rural district of Neumarkt i. d. OPf. This has involved a participative process in which spatially specific strategies and regional development proposals for needs-based measures on climate change have been produced. The experience of the project thus far shows that the effective development of settlement structures, open space and infrastructure in line with climatic requirements and the provision of spatial planning support for changing energy strategies in the regions are only possible when tackled as a joint task by regional and municipal planning actors with the intensive involvement of businesses, associations and citizens. Regional development activities and the creation of networks (regional governance) can support the mutual stimulation and coupling of regional and municipal strategies on climate change, in the case of Bavaria this has been seen most particularly at the scale of the rural district."
