Wann, warum und zu welchem Zweck: Im vorliegenden Artikel wird diese Version der zentralen Frage historischer Quellenkritik auf deutsche Kriminalstatistiken des 19. Jahrhunderts angewandt. Indem auf die offensichtlichen und die latenten Zwecke dieser deutschen Statistiken hingewiesen wird, werden die Funktionen dieser Form von staatlichen Datensammlungen für die Buchführung der Verwaltung und für die soziale Kontrolle beschrieben.
