"In the discussion on the German System of industrial relations company-level pacts for employment and competitiveness are thought to be important instruments to gain more flexibility for the supposedly inflexible System of collective bargaining. Initially company-level employment pacts were meant to help companies during a severe crisis. Meanwhile these pacts are often used by firms to improve their competitiveness in general. This paper provides descriptive results on the incidence of company-level pacts distinguishing between those preventing a crisis and those improving the competitiveness. The multivariate models are used to analyze the determinants of the probability that a company-level pact is agreed. We find that there are differences between firm characteristics - especially performance indicators - depending on the reason for the agreement." (author's abstract)... view less
