"Der Zusammenhang zwischen der Beobachtung von Ungleichheiten und der Etablierung normativer Muster von Kindheit steht im Zentrum dieses Artikels, der internationale kindheitsbezogene Indikatoren vorstellt und ihre Einbettung in internationale Zielvereinbarungen und Programme internationaler Organisationen sowie ihre Wirkungsweise diskutiert. Internationale Indikatoren, so die These dieses Artikels, entfalten als globale Vergleichsmaßstäbe eine besondere Wirkung hinsichtlich der Konstruktion und Verbreitung normativer Muster von Kindheit. Sie formulieren politische Ziele und Normen des gelingenden Aufwachsens und damit Vorstellungen 'guter Kindheit' als universell gültige und statten diese mit besonderer Legitimität aus. Damit etablieren sie eine Vergleichsordnung, die erst die Beobachtung von Ungleichheiten ermöglicht: Die normativen Ziele werden zu einer Folie, vor der die Welt beobachtet wird und vor der Länder hinsichtlich der Erreichung oder Nichterreichung dieser Ziele hierarchisch geordnet werden. Mit der Beobachtung von Unterschieden als Ungleichheiten wiederum werden die den Indikatoren zugrunde liegenden Ziele konsolidiert und die globalen Vergleichsmaßstäbe und Kindheitsnormen zu universell relevanten Orientierungspunkten." "This article elaborates on internationally established indicators in order to clarify the relationship between the observation of inequalities and the construction of normative patterns of childhood. It discusses the embeddedness of indicators in international declarations, policies, and programs as well as their influence. The main argument of this article is that indicators as global measures of comparison construct and diffuse normative patterns of and ideas about childhood very effectively. By representing political aims and norms of childhood as universal, they allow for the perception of differences as inequalities: Normative goals become a foil for observation of the world and for ranking countries with regard to their progress or failure. As a consequence of the observation of differences as inequalities, the aims on which the indicators are based are consolidated and the global measures of comparison and childhood norms become universally relevant points of orientation."
