This current article aims at providing some concepts and details around the social policies which are developed in Colombia, in the middle of a dynamic of a conflict and in order to deal with it, and specifically to that dynamic relating to the Agency of the Social Action of the Presidency. In the country, two tendencies or methodologies can be seen. These two tendencies are fighting for space in order to face this conflicting socio-political and military reality; one is understood as a negotiation process with a political dynamic, and the other is perceived as a clearly military dynamic with a social component of recovery of territory and social control.
