"Planung muss sich im Laufe der Jahrzehnte immer neuen Herausforderungen stellen, die sich mit den räumlichen, sozialen und politischen Rahmenbedingungen ständig wandeln. Die Vernetzung von Strukturen und Akteuren in polyzentralen Systemen ist bei der Bewältigung dieser emergenten Aufgaben von großer Bedeutung. Ein aktuelles Beispiel für ein in Forschung und Praxis sich sehr dynamisch entwickelndes Planungsthema ist der Klimawandel. Dieser hat sich innerhalb weniger Jahre von einem naturwissenschaftlichen Spezialthema zu einem Megatrend von lokaler bis globaler Bedeutung entwickelt, der viele Lebens- und Wirtschaftsbereiche beeinflusst. Er führt zu einer Steigerung der Komplexität von Planungsprozessen und -inhalten und gesellt sich damit zu weiteren Herausforderungen überörtlicher Bedeutung, die eine regionale Abstimmung der räumlichen Entwicklung notwendig machen." "Tasks and challenges of spatial planning are changing continuously and planning has to confront ever new challenges that change with the spatial, social and political conditions. Of high importance in this context is the connection of structures and agents in polycentric systems to handle these emergent tasks. The issue of climate change is an impressing example of a contemporary, highly vivid subject of spatial planning. Within a few years this issue has developed from a small topic for natural science to a mega-trend of local to global importance that influences many parts of society and economy. Climate change leads to an increasing complexity of planning processes and planning contents and has therefore to be set aside with other supra-local challenges that demand for regional coordination."
