Regionale Auswirkungen der Siedlungsentwicklung - Ansätze zur Modellierung des fiskalischen Nutzens

Abstract

"Die Region gewinnt als planerischer Handlungsraum immer mehr an Bedeutung. Regionale Kooperationen und Initiativen nehmen zu oder werden vermehrt gefordert, interkommunale Vorhaben werden als zukunftsweisend angesehen. Doch stellen fiskalische Fragestellungen bei Kooperationen häufig ein Hindernis dar, denn der Nutzen von regionalen Vorhaben muss die kommunalen Akteure auch aus dieser Perspektive überzeugen. Dieser Artikel befasst sich mit potenziellen fiskalischen Effekten, die aus Vorhaben der Siedlungsentwicklung resultieren, und diskutiert das Thema Kostentransparenz für Abstimmungsprozesse auf regionaler Ebene. Der Fokus liegt dabei auf den Herausforderungen der Nutzenseite, also den kommunalen Einnahmen, im Rahmen eines derzeit entwickelten Instrumentes zur Bereicherung von Abstimmungsprozessen." "The region as a focus of planning activities is of growing importance. Cooperation and initiatives on the regional level are increasingly in demand and increase in their number. Cooperative projects between municipal authorities are seen as trendsetting. It is easier for municipalities to cooperate if fiscal effects are also obviously beneficial for the local actors. This article deals with potential fiscal effects resulting from cooperative projects in settlement development and discusses the issue of cost transparency for processes of planning coordination at the regional level. It focuses on the challenges of the municipality revenues within the framework of a currently developed instrument for the improvement of planning and coordination processes." (author's abstract)
