"Der vorliegende Beitrag argumentiert, warum ein Vergleich des Umgangs mit behinderten Menschen in verschiedenen Gesellschaften fruchtbar ist. Wenn Behinderung eine sozial konstruierte Kategorie für die negative Bewertung bestimmter körperlicher und psychischer Eigenschaften ist, dann wirft dies die Frage auf, welche Auswirkungen das auf den gesellschaftlichen Umgang mit den betroffenen Individuen hat. Am Beispiel von Russland und Deutschland werden die jeweiligen Entwicklungslinien der Behindertenpolitiken vergleichend nachvollzogen und diese mit Ergebnissen einer vergleichenden Studie über Einstellungen zu Behinderung in diesen beiden Gesellschaften kontrastiert. Obwohl ein allgemeiner Wandel zur Anerkennung von behinderten Menschen als gleichwertige Mitglieder in beiden Gesellschaften vollzogen wird, lassen sich doch im gesellschaftlichen Umgang deutliche Unterschiede in der Implementierung erkennen." "The article argues in favor of a theoretically and empirically based comparison of societies according to their relationship to disability. If disability can be seen as a socially constructed category of negative evaluation of certain physical and mental characteristics, then the question raises, what are the impacts on how societies deal with disabled people. A comparison of disability policy development and of social attitudes towards disability and disabled people in Russia and Germany reveals a change in recognizing disabled people as equal citizens. But there are still crucial differences to what extent these changes are being implemented into society." (author's abstract)... view less
