Segregation - Partizipation - Gentrifikation: zur Bedeutung von kulturellem Kapital in der Stadterneuerung

Abstract

Der Autor analysiert in seinem Beitrag, welche Auswirkungen die Veränderung der Organisation der Stadterneuerung für die soziale Zusammensetzung und die Partizipationsmöglichkeiten der Bürgerinnen und Bürger im Sanierungsprozess hat. Am Beispiel des Stadtteils Berlin-Prenzlauer Berg wird deutlich gemacht, wie der Wechsel von einem staatlich zentrierten, fordistischen Stadterneuerungsregime zu einem verhandlungsorientierten, post-fordistischen Stadterneuerungsregime die Position der Mieter im Erneuerungsprozess verändert, wobei deren kulturelles und soziales Kapital eher über die erfolgreiche Durchsetzung ihrer Interessen entscheidet als das ökonomische Kapital. Die Analyse zeigt, dass das neue Sanierungsregime mehr die Personen als die vorhandene soziale Schicht schützt und dass es zu einer Verdrängung der unteren sozialen Schichten kommt.

In this paper the author analyses the impacts of changes in the Organisation of urban renewal on the social composition of citizens involved in the renewal process and the scope for their participation. By referring to the Prenzlauer Berg area in Berlin, the author illustrates the way in which the shift from a central-state, Fordist regime for urban renewal towards a negotiation-based, post-Fordist regime has altered the position of tenants within the renewal process; with regard to their success in asserting their interests, their cultural and social capital is more decisive than their economic capital. The analysis shows that the new renewal regime protects individuals rather than the social class previously in place, and the lower social classes are consequently displaced.
