Abstract Dieter Läpple und Gerd Walter diskutieren am Beginn ihres Beitrages die Rolle von Städten für gesellschaftliche Integrationsprozesse in einem kurzen historischen Rückblick. Angesichts eines tiefgreifenden gesellschaftlichen und wirtschaftlichen Wandels werden die gegenwärtigen Integrationsleistungen der Städte sodann kritisch beurteilt. Aus ihrer Sicht ist es notwendig, Integration im Hinblick auf die Einbindung in verschiedene Teilsysteme der Gesellschaft zu betrachten. Die Autoren sehen dabei den Stadtteil als wichtiges "Scharnier" in der Vermittlung zwischen System- und Sozialintegration, wobei sie die Notwendigkeit der Herstellung von "schwachen" und "starken" Verbindungen zwischen lokalen Akteuren betonen, wenn es um die Bekämpfung von Ausgrenzungsmechanismen geht. Anhand der Analyse von zwei sehr unterschiedlichen Stadtteilen Hamburgs (das innenstadtnahe Schanzenviertel und die Großsiedlung Steilshoop) wird deutlich gemacht, wie sich lokale Integrationsmuster unterscheiden (das "post-fordistische" Integrationsmodell des Schanzenviertels vs. das "fordistisch-wohl fahrtsstaatliche" Integrationsmodell von Steilshoop) und wie sich verschiedene lokale Wirkungszusammenhänge auf Mechanismen und die individuelle Situation der Ausgrenzung auswirken können.

Dieter Läpple and Gerd Walter begin with a discussion of the role of cities in processes of social integration and provide a short historical survey. In the light of the magnitude of the changes taking place in both society and the economy, the current performance of cities in respect of integration is judged critically. In the authors’ view, integration has to be viewed in terms of the various different sub-systems within society. In this context, the authors see the urban locality as an important "hinge" in mediating between system and social integration; here they stress the need to create both "weak" and "strong" links between local actors in striving to combat the mechanisms of exclusion. Analysis of two very different parts of Hamburg (the inner-city Schanzenviertel and the large-scale Steilshoop development) demonstrates clearly just how disparate local patterns of integration can be (the "post-Fordist" model of integration found in the Schanzenviertel v. the "Fordist/welfare-state" model of integration in Steilshoop) and how different local constellations can impact on mechanisms as well as on the individual si tuation of exclusion.
