"Der Ausgang des Schlichtungsverfahrens zum heftig umstrittenen Bahnprojekt Stuttgart 21 hat viele enttäuscht. Das ist nicht überraschend vor dem Erfahrungshintergrund früherer umfassender Forschungsprojekte des WZB zu politischen Diskurs- und Verhandlungsverfahren. Ein Rückblick auf die zentralen Forschungsergebnisse zeigt, warum allseits zufriedenstellende Konfliktlösungen illusionär sind – und gleichwohl demokratischer Mehrwert entstehen kann." "Many people were disappointed by the outcome of the arbitration proceedings concerning the highly controversial railway project Stuttgart 21. Looking at the results of earlier major WZB research projects on alternative dispute resolution, this does not come as a surprise. A reviewing of key results of these projects shows why it is illusionary to expect discursive procedures to come up with solutions that satisfy all parties involved and why they nonetheless can create democratic benefits."
