| Abstract | Gemeindeübergreifende Zusammenarbeit findet in unterschiedlichen Bereichen und Intensitäten statt, wie z.B. auf planerischen Ebenen über Zweckverbände, Regionale Planungsverbände oder Kooperationsvereinbarungen. Auch der Blickwinkel, aus dem das Stadt-Umland-Problem gesehen wird, unterlag und unterliegt einem Wandel. Der Band zeigt einige Problemfelder in ihrer Komplexität bei der Kooperation auf wie auch die rechtlichen Instrumente zur interkommunalen Koordination und Kooperation. Dazu gehören Fragen zur Standortsicherung, Standortgestaltung, Gewerbeflächenentwicklung im Zusammenhang mit Flächenmangel und der angespannten Finanzsituation. Grundsätze aus der Sicht bayerischer Landesentwicklung werden ergänzend dargestellt. Collaboration across local authorities takes place in a variety of fields and at different levels of intensity. One example of such collaboration is at the planning level – through specialist associations, regional planning associations and partnership agreements. In addition, the way the city-hinterland question is viewed has changed and is still changing. This publication presents a number of areas of co-operation and explores the complexities involved. It also examines the legal instruments for co-ordination and co-operation between local authorities. This includes issues of securing and managing locations, and commercial site development in relation to land scarcity and the strained financial situation. Comprehensive illustrations are provided of Land-level development principles in Bavaria. |
